Governments, and various departments, NGOs, private organizations and agencies, globally, need a fast, authentic and secure mechanism to identify citizens and beneficiaries to ensure that the benefits offered via various government schemes are enjoyed by the rightfully privileged citizens. RFID offers governments the right tool to take technology to the multiple numbers of areas of government function to cater for increased efficiency and reduced pilferage.

Different RFID systems operate at a variety of radio frequencies. Each range of frequencies offers its own operating range, power requirements, and performance. Different ranges may be subject to different regulations or restrictions that limit what applications they can be used for. The operating frequency determines which physical materials propagate RF signals. Metals and liquids typically present the biggest problem in practice. In particular, tags operating in the ultra-high frequency (UHF) range may not function properly in close proximity to liquids or metal.

Thus operating frequency is an important factor in determining the physical dimensions of an RFID tag. The frequency largely determines the speed of communication and the distance from which the tag can be read. Generally, higher frequencies indicate a longer read range. Certain applications are more suitable for one type of frequency than other types, because radio waves behave differently at each of the frequencies. Different sizes and shapes of antennae will operate at different frequencies. The operating frequency also determines how tags physically interact with each other. For instance, stacking flat foil inlay tags on top of each other may interfere or prevent tags from reading properly. For instance, low-frequency waves can penetrate walls better than higher frequencies, but higher frequencies have faster data rates.Hence, the strategy of implementing an RFID application should be to ensure compatibility among various components of hardware so as to have the best results with most optimum costs.
